"All citizens and organisations are welcome to contribute to this consultation. Contributions are particularly sought from stakeholders that are actively involved in tackling emissions from maritime transport the EU and worldwide, such as:

  1. the shipping industry in general (shipowners as well as other parties generally assuming the responsibility for the operation of the ship and their European and global associations).
  2. MRV shipping verifiers and Recognised Organisations entitled to carry out verification under the IMO global data collection system
  3. National accreditation bodies as responsible for providing accreditation under the MRV shipping (high interest).
  4. Other businesses/ associations such as cargo owners and logistics companies, ports, ships producers, maritime equipment manufacturers, maritime service providers, shipping emission players, science and technology experts, etc.
  5. Civil society groups addressing the impact of maritime transport e.g. academia, think tanks, Environmental NGOs, etc.
  6. EEA Member States and third countries involved in the implementation of the EU MRV or IMO DCS

Objective of the consultation

Regulation (EU) 757/2015 on monitoring, reporting and verification of carbon dioxide emissions from maritime transport was adopted and entered into force in 2015. It sets an EU wide scheme for reporting monitored and verified data on shipping CO2 emissions (EU MRV) applying to activities carried out after January 2018.

At the international level, the International Maritime Organisation (IMO) has completed the legal framework for its global data collection system (IMO DCS) with the adoption in July 2017 of guidelines on data verification and database management.

Considering these recent developments, the Commission is now reviewing the situation with a view to align the EU MRV with the IMO DCS and it will table, if appropriate, a legislative proposal to amend the EU MRV accordingly in 2018.

In this context, a stakeholder consultation will ensure that all relevant parties are given the opportunity to express their opinions and to contribute to the analysis on the effectiveness and potential impacts of such alignment.

How to submit your contribution

Organisations, networks, platforms or self-employed individuals engaged in activities aiming at influencing the EU decision-making process are expected to register in the Transparency Register. During the analysis of replies to a consultation, contributions from respondents who choose not to register will be processed as a separate category "non-registered organisations/businesses" unless the contributors are recognised as representative stakeholders through Treaty provisions.

Received contributions will be published on the Internet. It is important to read the specific privacy statement on how your personal data and contribution will be dealt with.

It is highly recommended to respond via the online questionnaire. The online questionnaire will allow respondents to upload a document, such as a position paper. This document will be published together with the response.
