Further to the announcement of 16 September, the Commission met with Member States on 20-21 October to advance preparations for the transition to the single registry of the EU Emissions Trading System. The Commission aims to release the exact timetable for the transition on its website in due time and no later than end of November.

Preparations have progressed through further software testing; comprehensive trial runs of the migration of account details; and the development of training modules and documentation for national registry authorities and account holders.

During the transition period, account holders will not be able to access registry accounts - including allowances held in these accounts - for a period of up to two weeks and thereafter will have to comply with increased security features to access accounts in the single registry.
