Objective of the consultation |
The EU's system for reporting on greenhouse gas emissions and implementing the UN Kyoto Protocol is regulated by two pieces of legislation - the Monitoring Mechanism Decision - No 280/2004/EC and Implementing Decision 2005/166/EC. More precisely these Decisions cover:
However, they do not cover monitoring and reporting under the EU Emissions Trading System (EU ETS). Analysis of the current monitoring mechanism suggests that it needs to be improved and aligned with recent EU legislation (adopted as part of the climate and energy package) and recent UNFCCC decisions. This consultation questionnaire is part of the impact assessment for an upcoming Commission proposal to revise the Monitoring Mechanism Decision. The objective is to obtain the views of individuals, organisations, and public authorities on the relevance and possible impact of this proposal. The consultation will be open, online, for 8 weeks, after which we will assess the replies and take them into consideration in finalising the draft legislation. The results of the consultation will also be published online. |
