
Speaking at a conference in Brussels on 27 September, Director-General Jos Delbeke outlined how forthcoming regulatory improvements in the EU Emissions Trading System will reinforce its operation at the heart of the EU's sustained efforts to reduce carbon emissions.
The Commission will oversee major changes to the EU ETS before phase 3 begins from 1st January 2013. So far these have included the appointment of auction platforms and establishing a single registry.
Mr Delbeke emphasised the need to strengthen the EU ETS, in particular to address a growing supply-demand imbalance of allowances. He set out how a review of the auction time profile could respond to this as a first step.
