
As part of the 'Fit for 55' package, the ETS Directive has been revised to align it with the new EU target set in the European Climate Law to reduce net greenhouse gas emissions by 55% (compared to 1990 levels) by 2030.
Following this revision, the European Commission needs to update several regulatory acts for the implementation of the ETS. The following four draft acts are open for public feedback, with the consultation periods closing between 23 August and 1 September:
- updated rules for monitoring and reporting of emissions, including the rules for municipal waste incineration and for the new ETS for buildings, road transport and additional industry sectors (ETS2), deadline for comments: 23 August 2023.
- update of emission allowances auctioning rules applying to ETS and ETS2, deadline for comments: 25 August 2023.
- update of the Registry Regulation applying to ETS and ETS2, deadline for comments: 28 August 2023
- rules for climate neutrality plan for installations under ETS in response to ETS revision / Fit for 55, deadline for comments: 1 September 2023
Regarding the maritime sector, four additional acts have been published for feedback, these are the first set of acts needed for the implementation of the inclusion of the sector in the scope of the ETS as of 1 January 2024. Four further acts are under preparation for feedback later:
- Updated rules on monitoring and reporting rules of emissions in the maritime sector. Deadline for comments 30 August.
- Updated rules on accreditation and verification activities of emissions in the maritime sector. Deadline for comments 1 September.
- Rules on reporting on aggregated emissions at company level. Deadline for comments 31 August;
- Templates for monitoring plans, reports & other documents. Deadline for comments 1 September
