The European Energy Exchange (EEX) and ICE Futures Europe (ICE) have today published their 2016 calendars for the auctions of general and aviation allowances.
General allowances
The total quantity of general allowances to be auctioned in 2016 identified in the published auction calendars amounts to 733 765 000 (compared to 632 725 500 in the published 2015 auction calendar). This amount does not include allowances of the EEA-EFTA States.
Auctions:
Volume | Auction platform | States | Details |
---|---|---|---|
448 697 500 | EEX | 25 Member States | Weekly auctions on Mondays, Tuesdays and Thursdays starting on 11 January |
83 747 500 | ICE | United Kingdom | Fortnightly auctions on Wednesdays starting on 13 January |
160 770 500 | EEX | Germany | Weekly auctions on Fridays starting on 15 January |
40 549 500 | EEX | Poland | Monthly auctions on Wednesdays starting on 3 February |
All auctions will take place in the morning.
The volumes are based on the estimated amount of general allowances to be auctioned. They take into account a reduction of 200 million allowances for 2016 due to the backloading Decision (Commission Decision No 1359/2013/EU) and the subsequent Commission Regulation (EU) No 176/2014 as well as general allowances that have been withheld from auctioning pursuant to Article 10c of the ETS Directive but not allocated in previous years (i.e. a total of 8.45 million general allowances to be auctioned in 2016), as confirmed by the Member States concerned.
In addition, 26 031 000 general allowances are to be auctioned by the EEA-EFTA States for the years 2013 to 2016. The modalities for auctioning these allowances are still in discussion with EEA-EFTA States.
Aviation allowances
The total quantity of aviation allowances to be auctioned amounts to 5 997 500. This amount does not include allowances of the EEA-EFTA States.
Auctions:
Volume | Auction platform | States | Details |
---|---|---|---|
4 099 000 | EEX | 25 Member States | Bi-monthly auctions on Wednesdays starting on 20 January |
921 000 | ICE | United Kingdom | One auction on 26 October 2016 |
857 500 | EEX | Germany | One auction on 13 April 2016 |
120 000 | EEX | Poland | One auction on 17 February 2016 |
The auctions will take place on those Wednesday mornings when auctions of general allowances are not taking place.
The total volume to be auctioned in 2016 is determined on the basis of the expected annual amounts to be auctioned, 5.9 million allowances, and the corrections referred to in Article 12(1) of the Auctioning Regulation for the years 2013 and 2014.
In addition, 1 118 000 aviation allowances are to be auctioned by the EEA-EFTA States for the years 2012 to 2016. The modalities for auctioning these allowances are still in discussion with EEA-EFTA States.
Coordination
The auction calendars have been determined in close coordination with Member States and the two auction platforms.
