The high-level conference on international carbon markets on 3 June 2019 in Brussels provides an opportunity for discussion on the role of international carbon markets in delivering environmental integrity and climate ambition.
Hosted by MiguelArias Cañete, Commissioner for Climate Action and Energy, the conference will bring together high-level representatives and carbon markets specialists from EU Member States, countries outside the EU, international organisations, academia, business, research and civil society.
At the UN climate conference in Katowice in December 2018, the ‘markets chapter’ of the Katowice Rulebook, which contains detailed rules and guidelines for implementing the Paris Agreement, was deferred to the next UN climate conference (COP25) taking place in Chile in December 2019.
In this context, the conference aims to contribute to a positive outcome in the UNFCCC negotiations, while also considering more broadly how those participating in market instruments can ensure the use of international carbon markets delivers both environmental integrity and ambition.
The objectives of the conference include:
- to exchange views on necessary international rules, and the challenges and prospects of international carbon trading;
- to foster a common understanding on these elements, including on accounting and offsetting mechanisms, with a view to informing the international discussions on the markets chapter of the Katowice Rulebook with the highest level of environmental integrity.
