Dedicated stakeholder meetings may also be held in 2013 to enable a focussed discussion of the structural options.

Objective of the consultation

Stakeholders and experts in the field of the European carbon market are invited to comment on the structural options and views reflected in the report "The state of the European carbon market in 2012", which serves as the consultation document. There is no additional questionnaire.

In order to assist the Commission in its evaluation of your contributions, it would be appreciated if you could maintain the numbering of the options, when commenting on the options in the report. Please indicate the expected impact of individual structural options, including on:

  • emission reductions;
  • ability of the EU ETS to meet the EU long-term target of an 80-95% reduction in a cost-effective manner;
  • your activities or the activities of the business under your jurisdiction, including estimated changes in compliance and administrative cost;
  • employment and households.

Please also state the reasoning behind your comments and any evidence supporting it.

How to submit your contribution

In the interests of transparency [1], the Commission asks organisations who wish to submit comments in the context of public consultations to provide the Commission and the public at large with information about whom and what they represent by registering in the Transparency Register and subscribing to its Code of Conduct.

If you are a Registered organisation, please indicate the name and address of your organisation and your Register ID number on the first page of your contribution.

If an organisation decides not to provide this information, it is the Commission's stated policy to list the contribution as part of the individual contributions. (Consultation Standards, see COM (2002) 704, and Communication on ETI Follow-up, see COM (2007) 127 of 21/03/2007).
