
The annual process of monitoring, reporting and verifying (MRV) greenhouse gas emissions under the EU ETS, alongside associated procedures, is known as the EU ETS compliance cycle.
To help stakeholders fulfil their monitoring and reporting requirements for emissions covered by the EU ETS and ETS2, the European Commission developed a practical, free-to-use resource called ETS Reporting Tool MRV (ERT).
The ERT is designed to facilitate the submission of monitoring plans, emission reports, verification reports, and improvement reports of the monitoring methodology, as well as general compliance with EU ETS regulations. The ERT is a web-based platform offering advanced features and tools to enable fast and reliable MRV procedures for all stakeholders and applies to sectors covered by the EU ETS.
Registered users of the tool include Competent Authorities, EU ETS operators and ETS2 regulated entities, as well as accredited verifiers.
- Monitoring plans: The tool grants access to ETS operators and regulated entities for the submissions of their monitoring plans, which are subject to review and approval by Competent Authorities.
- Emission reporting: The tool allows operators to submit annual emissions reports, which include data on GHG emissions, fuel consumption, and production levels. The ETS2 emissions report includes fuels released for consumption to relevant sectors.
- Verification: The tool enables accredited verifiers to review and verify emission reports, ensuring accuracy and compliance with EU ETS regulations. The verification opinion of the verifier accompanies the verified annual emissions report, which is submitted to the competent authority for approval.
- Account management: Competent authorities and operators can manage their accounts, which includes updating contact information, adding new users, and assigning roles, tasks, and permissions.
- Compliance management: The tool provides operators with compliance information, including emission data, and verification status.
- Advanced performance: The tool provides numerous advanced features for data security, confidentiality, comparison of different submissions, error elimination, request verification, and data extraction for Article 21 reporting for Competent authorities.
