The European Commission is preparing the new carbon leakage list that will apply for free allocations under the EU Emissions Trading System in the period 2015-2019. As part of the process, the Commission is seeking the views of a broad base of stakeholders. To this end, it has launched a 12-week stakeholder consultation.
The first carbon leakage list was adopted by the Commission at the end of 2009 and is applicable for the free allocation of allowances in 2013 and 2014.
The Commission has previously carried out a study on possible methodologies for determination of the new carbon leakage list. This study is published for information purposes only as a useful overview of the policy landscape and a clarification of some practical and technical details.
