The European Commission will release verified EU ETS emissions data and compliance information for 2013 starting on 1 April 2014.
The procedure will be as follows:
- On 1 April 2014 at 12:00 Central European Summer Time (CEST), the Commission will grant unlimited access to installation-level 2013 verified emissions data on the European Union Transaction Log (EUTL) website. The data will also be published in an Excel spreadsheet on the Union Registry page of this website. Access to installation-level data will be granted irrespective of the amount of data available. No aggregate data or interpretation will be made available.
- On 2 May 2014 at 12:00 CEST, the Commission will grant unlimited access on the EUTL website to the quantity of allowances surrendered per installation for 2013.
Since in phase 3 international credits - Certified Emission Reductions (CERs) and Emission Reduction Units (ERUs) - cannot be directly surrendered but are exchanged for allowances, it will no longer be possible to trace how many credits were used in a particular compliance year. The Commission will therefore publish on 2 May 2014 a regulatory update setting out the aggregate number of international credits which has been exchanged for allowances by 30 April 2014.
- On 15 May 2014 at 12:00 CEST, the Commission will grant unlimited access on the EUTL website to the installation-level compliance code, setting out whether an operator surrendered the required amount of allowances, based on the data available on 30 April. The compliance information data will also be published in an Excel spreadsheet on the Union Registry page of this website.
