Poland has informed the Commission about its intention to auction 49.52 million allowances in 2020 instead of using the possibility to provide them for free for the power sector under the derogation in Article 10c of the ETS Directive. This auction volume concerns allowances not allocated in the period 2013-2018.
In the current trading period (2013-2020) of the EU Emissions Trading System (ETS), eight Member States have made use of the derogation from full auctioning which allows them to give a number of free allowances to existing power plants for the modernisation of the sector.
Since Member States may allocate fewer allowances than the maximum allowed under this derogation, allowances not allocated for free can either be auctioned or transferred to phase 4 (2021-2030).
Because of the possibility to auction these allowances not used in the current period, the annual auction volumes of the Member States concerned regularly include such left-over volume.
Poland has now informed the Commission of its intention to auction – in addition to the 55.8 million allowances not used under the derogation over the period 2013-2017 and auctioned in 2019 – a further 49.52 million allowances that have not been allocated for free over the period 2013-2018. These allowances will be added to its general auction volume in 2020.
Poland has also informed the Commission of its decision to auction in 2021 the remaining left-over volume, including for the calendar year 2019.
This volume will be included in the 2020 auction calendar for Poland, which will be finalised in the coming weeks and published by the European Energy Exchange (EEX) as the relevant auction platform.
