On 18 November the European Commission expects formally to adopt the new registry rules. These rules enable the roll-out of substantially improved security features in the single registry in two steps next year. At the same time the amended regulation opens the way for the creation of the NER 300 allowances.

"We will proceed swiftly with the European Investment Bank (EIB) to account opening to enable the delivery of allowances before the end of the month," said Jos Delbeke, Director General for Climate Action.

The delivery of allowances will be annnounced on the ETS regulatory updates as well as on the EIB's NER 300 webpages.
