The annual Meeting of Parties (MOP) to the Montreal Protocol on protecting the ozone layer combined with the Conference of Parties (COP) to the Vienna Convention takes place in Paris between 17 and 21 of November. Parties will discuss a possible global phase-down of hydrofluorocarbons (HFCs) and the replenishment of the Protocol's Multilateral Fund.

The European Union sees the Montreal Protocol as the best instrument to address HFCs, which are used to replace certain ozone-depleting substances (ODS) but are themselves powerful greenhouse gases. EU Commissioner for Climate Action and Energy Miguel Arias Cañete will take part in the last day of the meeting.

In preparation for the meeting the European Union published a discussion paper outlining the new concept of phasing down HFCs which would require ambitious action by industrialised countries and a new approach for consumption for developing countries. The new approach would involve an initial and early freeze on the climate impact of all hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs). This is compatible with the EU F-gas regulation.

The replenishment of the Multilateral Fund concerns the period 2015-2017. The Multilateral Fund helps developing countries comply with their obligations to phase out the use of ODS to an agreed schedule. During this meeting the Parties must agree on the level of funding for 2015-2017.
