The EU Climate Change Committee today discussed and agreed the proposed list of sectors and subsectors which are deemed to be exposed to a significant risk of carbon leakage, for the period 2015 to 2019.

The Committee, in which all Member States are represented, endorsed without changes the European Commission's draft proposal that was published on 5 May 2014

Following this agreement, the proposal will now undergo a three month scrutiny by the European Parliament and the Council before the Commission can officially adopt it.

Once adopted, the list will be applicable for free allocation of allowances for the years 2015-2019, and will thus provide regulatory predictability for industry for the rest of the decade.

Updates on the adoption process will be published as Regulatory Updates on this website.
