A draft Commission decision was sent to the Member States today determining transitional EU-wide rules, including benchmarks, for the harmonised free allocation of emission allowances for the EU Emissions Trading System (ETS) from 2013 onwards. The benchmarks will determine the amount of allowances the installations will get for free.
The draft Decision is an implementation of article 10a of the revised ETS Directive (2003/87/EC).
