The EEA Joint Committee, made up of ambassadors of the EEA EFTA States and representatives from the European Commission and EU Member States, took on 1 July 2011 a decision on the EEA-wide historical aviation emissions, which serves as the basis to calculate the EEA-wide total quantity of allowances to be allocated for the aviation sector (cap).

The EU-wide historical aviation emissions were set by the European Commission on 7 March 2011 at 219 476 343 tonnes of CO2 (for the EU 27). This figure represents the average of the annual emissions for the years 2004, 2005 and 2006 of all aviation activities covered by the scope of the legislation.

In addition, the historical aviation emissions figure related to the extension of the aviation part of the EU ETS to the EEA-EFTA countries (Iceland and Norway) has been calculated. It has been added to the historical aviation emissions for EU-27 in order to set the EEA-wide historical aviation emissions.

The decision on the EEA-wide historical aviation emissions adopted on 1 July 2011 serves as the basis to calculate the EEA-wide cap for aviation.
