The Australian Government today launched an online public consultation on registry options to facilitate the linking of the Australian and European Union emissions trading systems. Australian and European stakeholders alike are invited to participate.

The consultation document was prepared jointly by the Australian Department of Climate Change and Energy Efficiency and the European Commission's Directorate-General for Climate Action (DG CLIMA). It focuses on possible registry arrangements for an interim link and also provides a broad outline of how the registry link could operate when the two systems are fully linked.

The consultation on the policy positions described in the document formally closes on 28 March 2013. However, general submissions relating to the operation of the proposed registry arrangements received after that date may be considered at the discretion of the Department and the European Commission.

As the proposed policy and legislative changes set out in the paper relate only to Australian legislation and will not require any amendments to EU legislation, the consultation process will be run by the Department in line with Australian public consultation procedures. Submissions should be made to the Department, with a copy sent for information to DG CLIMA at clima-ets-linkingatec [dot] europa [dot] eu (clima-ets-linking[at]ec[dot]europa[dot]eu).
