The Commission published today the invitation to the procurement of the third common auction platform of the EU Emission Trading System (EU ETS). This platform will auction the allowances on behalf of 25 Member States and the 3 EEA-EFTA States, as well as the allowances for the Innovation Fund and the Modernisation Fund.

The third common auction platform will be procured through a restricted procurement procedure, carried out in two stages. Within the first stage, candidates may submit a request to participate in the procurement until 29 June 2020. The requests to participate will be evaluated in accordance with the published exclusion and selection criteria.

Within the second stage, the successful candidates will be invited to submit a full tender comprising of a technical offer and a financial offer.

The contract will be awarded on the principle of best value for money. In accordance with the Auctioning Regulation, the contract will be signed for 5 years.

The auctions at the third common auction platform are expected to start in the beginning of 2021 - the start of phase 4 of the EU Emission Trading System. The 2021 auction calendars are planned to be published in the autumn of 2020.
