Commission to hear experts on analyses about need for correction factor in proposed EU ETS phase 4 rules

The European Commission is to host a discussion by a panel of experts on some technical aspects of the proposed free allocation and carbon leakage rules for phase 4 of the EU Emissions Trading System. The expert meeting is expected to take place in the second quarter of 2016.

One of the most debated aspects of the proposed rules is to what extent a correction factor to free allocation would be necessary beyond 2020. Several analysts and researchers have looked into this matter since the Commission made its legislative proposal in July 2015.

The aim of the expert meeting is to take stock of the analysis, examine the assumptions behind various forecasts and identify the most critical design parameters to avoid or minimise the need for a correction factor.

The panel will comprise not only various analysts, but also experts from different stakeholder groups, including industry, academia and non-governmental organisations.

Participation in the event is by invitation only. The meeting will be web-streamed. The event will take place on 21 April 2016 from 14.30 to 17.30.

Specific technical questions related to the two sessions may be submitted in writing and will be provided to analysts speaking at the meeting. The Commission cordially invites you to send such questions no later than 20 April to CLIMA-ETS-INFOec [dot] europa [dot] eu (CLIMA-ETS-INFO[at]ec[dot]europa[dot]eu).
