Commission consults experts and stakeholders on "early auctions"

The revised EU ETS Directive significantly increases the share of allowances to be auctioned rather than to be allocated free of charge. For a smooth transition, a certain volume of third trading period allowances may be auctioned prior to the start.

The revised EU ETS Directive significantly increases the share of allowances to be auctioned rather than to be allocated free of charge. For a smooth transition, a certain volume of third trading period allowances may be auctioned prior to the start of the third trading period in 2013. The Commission invites experts and stakeholders to submit their views on what volume they think would be appropriate.

Experts and stakeholders are consulted by means of a webstreamed stakeholder meeting that will take place on 13 December 2010 and a written consultation which is open until 7 February 2011.
