Adoption of the revised EU ETS Monitoring and Reporting Regulation

The Commission adopted an amendment to the EU Emissions Trading System (ETS), Monitoring and Reporting Regulation (Implementing Regulation (EU) 2018/2066) on 23 September.

The revisions include, zero-rating of emissions from certain low-carbon fuels, such as renewable fuels of non-biological origin and synthetic low-carbon fuels, in the ETS. 

The changes also cover improved rules for biomass fuels and sustainable aviation fuels, and aim to ensure compliance with sustainability and greenhouse gas savings criteria, and to avoid double counting of emissions.

Improvements to the existing rules also address transfer of CO₂ and CO₂ emissions considered to be permanently chemically bound in a product.

Furthermore, the measures also include monitoring and reporting requirements for non-CO₂ effects from the aviation sector. The EU is committed to addressing the full climate impact of aviation, including non-CO₂ effects such as persistent contrails and NOx particles, which are major contributors to global warming. The new monitoring, reporting, and verification system for these effects will be operational from 2025.
