EEX and ICE have today published their calendars for the auctions of general allowances in 2014.
The total quantity of allowances to be auctioned amounts to 926,218,500. This amount is comprised as follows:

These volumes are based on the relevant Decisions on the cap on emissions and the national implementation measures, notably the Decision of 5 September 2013. The total volume includes 4,900,000 allowances for Croatia that can no longer be auctioned in 2013 because the arrangements between the EEX and Croatia's auctioneer are not yet in place. This volume as well as Croatia's share for 2014 will be withheld from the auctions until two weeks after concluding these preparations.
The volumes do not yet include allowances to be auctioned for the Member States of the European Free Trade Association (EFTA) that are members of the European Economic Area (EEA). These allowances total 8,422,182 for 2013 and 8,827,000 for 2014. The EEA-EFTA States intend to make use of the transitional common auction platform and the Commission is currently discussing the arrangements with them. It is not yet clear when the transitional common auction platform will start to auction allowances for the EEA-EFTA States.
At this time, the calendars do not take into account the Commission's draft amendment of the Auctioning Regulation for 'back-loading' a significant volume of allowances, which will affect the figures for individual years, including 2014. The calendars will be modified accordingly for the remainder of the year following adoption of this draft amendment.
In 2014, pursuant to Article 10c of the ETS Directive, seven new Member States intend to allocate a total of 129,505,064 allowances to certain electricity generators free of charge. This volume has been deducted from the volume of allowances to be auctioned.
The calendars have been closely coordinated between the Commission, the Member States and the auction platforms.
On 13 November 2013, the Commission adopted the Amendment to the Auctioning Regulation for listing EEX as the second opt-out auction platform appointed by Germany. This amendment also introduces some minor changes to other provisions of the Regulation. The amendment was agreed by the Member States in June and the Council and the European Parliament did not raise any objections. The amendment was published in the Official Journal on 14 November and entered into force on 15 November 2013.
Aviation allowances
In response to the positive developments at the recent ICAO Assembly, the Commission proposed an amendment to the EU ETS Directive on 16 October 2013 regarding aviation emissions. One of the proposed derogations would allow aircraft operators to surrender allowances with respect to 2013 emissions by 30 April 2015 instead of 30 April 2014.
In view of this proposal, the Commission and the Member States have asked the respective auction platforms to wait to submit a draft auction calendar for aviation allowances until there is greater clarity on the final version of the amendment, the expected timing of its adoption and hence the appropriate volumes to be auctioned.
