European Climate Resilience and Risk Management – Integrated Framework

Safeguarding Europe’s security and prosperity, boosting its competitiveness, and protecting our health and well-being.

The Commission is developing a new integrated framework for European climate resilience and risk management to help Member States prevent and prepare for the growing impacts of climate change.

It will consist of a balanced policy package which, following a thorough impact assessment process, is expected to be adopted during the second half of 2026.

The main objective is to establish a more ambitious, comprehensive and coherent EU approach to climate resilience and preparedness, covering individual Member States and the EU as a whole.

The development of the new framework responds to requests from the European Parliament and the Council for bolder action from the Commission on the growing climate impacts and risks, supporting also the recommendations by the European Court of Auditors published in 2024.

In tandem with other EU policies, the framework will help safeguard Europe’s security and prosperity, boost its competitiveness, and protect our health and well-being.

We are developing it in close contact with all relevant stakeholders through a broad, open and participatory process.

Open Public Consultation

The European Commission invited citizens, businesses, local and regional authorities, and a broad range of stakeholders to contribute their views on strengthening climate resilience across Europe.

The consultation showed strong support for ambitious action, with participants calling for resilience-by-design in policies and investments, harmonised climate risk assessments, nature-based solutions as a first line of defence, stable long-term adaptation financing, and greater consideration of climate-related health impacts.
