Description
One of the most debated aspects of the proposed rules is to what extent a correction factor to free allocation would be necessary beyond 2020. Several analysts and researchers have looked into this matter since the Commission made its legislative proposal in July 2015
The expert meeting took stock of the analysis, examine the assumptions behind various forecasts and identify the most critical design parameters to avoid or minimise the need for a correction factor.
The panel brought together analysts and experts from different stakeholder groups, including industry, academia and non-governmental organisations.
